The Public Utilities Commission of Ohio says FirstEnergy violated state law and must refund customers $180 million and pay another $70 million in civil fines.

The bill, named after 12-year-old Avery Russell, now moves back to the Ohio House for concurrence on a Senate amendment before heading to Gov. Mike DeWine's desk.
